The Fire District incorporates three work shifts — A, B & C. A Battalion Chief is assigned to each shift and is ultimately responsible for all firefighters in their command. They serve a vital role in being in command of emergency responses occurring on their shift, and they also assist in training and district administration. The Battalion Chiefs report directly to the Fire Chief.
Randy Ray, Battalion Chief
“A” Shift Battalion Chief Randy Ray began employment with the Florissant Valley Fire Protection District in October 1987. He progressed through the ranks of Private, Engineer, and was promoted to Captain in June 2001. In January 2014, he was promoted to Battalion Chief, and serves as Shift Commander on A Shift.
“As a person who was born and raised in Florissant, it’s truly an honor to serve the citizens of this district. Through the years I’ve been able to watch the Florissant Valley Fire Protection District become one of the most progressive and respected districts in St. Louis County, if not the entire state. Jason Hoevelmann, Battalion Chief
“B” Shift Battalion Chief Hoevelmann began his career with the District in March 2000 and progressed through the ranks of Private, Captain and Training Officer to his present position, which he has held since January 2015.

Rob Carroll, Battalion Chief
“C” Shift Battalion Chief Carroll has been employed by the Fire District since 1988. He served as a Private and Engineer before being promoted to Captain in June of 2009. Rob was promoted to his current rank of Battalion Chief in January of 2016.
